What is RIBA Stage 0?

RIBA Stage 0 — Strategic Definition — is the foundational phase of the RIBA Plan of Work 2020. Before a single line is drawn, Stage 0 establishes what a project is actually for, what it needs to achieve, and whether it is viable. This is where projects are won or lost. A weak Stage 0 leads to shifting briefs, budget overruns, planning rejection and costly redesigns. A rigorous Stage 0 creates the clarity that every subsequent stage depends on. Stage 0 is Strategic Definition — it answers why the project should exist and whether it is feasible. Stage 1 is Preparation and Brief — it answers what the project should be. Stage 0 should always precede Stage 1 for projects of any complexity. Many clients skip Stage 0 and start at Stage 1, which is one of the most common causes of mid-project brief changes and cost overruns.

Typically two to six weeks, depending on project scale and complexity. For residential projects, two to three weeks. For complex institutional or commercial briefs, four to eight weeks. We work efficiently and produce clear deliverables on agreed timescales.
